State Health Care Issues State Budget Gov. Strickland's 2008-2009 biennial budget had many provisions affecting Ohio hospitals, including expansion of Medicaid eligibility and an increase in Medicaid reimbursement for providers. In late 2007, Gov. Strickland announced a proposed emergency rule to halt the expected Medicaid reimbursement increase for providers scheduled for Jan. 1, 2008. In response to the announcement, OHA asked that any available resources from other areas of the budget be allocated to ensuring a strong Medicaid program. On Jan. 31, 3008, Gov. Ted Strickland announced he would halt the planned 2008 recalibration of Medicaid rates for hospitals and provide physicians with their first Medicaid update in seven years, effective July 1.
