OHA Submits Comments on AG Rules

OHA today submitted official comments to the attorney general's office on proposed rules governing charitable organizations. OHA applauded the effort to create a dialogue around charitable organization governance issues and provide more information to the public, but encouraged the attorney general (AG) to step back and carefully review the proposed rules. As they stand, the rules contain errors, confusing terms and expansive provisions. OHA also requested the creation of an advisory council to review the rules and asked that the AG release the final draft of the rules for public comment before filing them with the Joint Committee on Agency Rule Review. OHA Corporate Partners Provide Valuable Resources
The OHA Corporate Partner program provides an opportunity for OHA member hospitals to identify and evaluate potential suppliers, consultants and other resources. The program also allows partners to distinguish their organizations with OHA hospital members and it opens the door for shared advocacy where provider and vendor interests are congruent.

The newly-revamped Corporate Partner Program Web page displays a list and description of OHA’s corporate partners. For easier navigation the site was recently updated, so visitors now have the option to search OHA’s corporate partners either alphabetically or by business category. OHA’s Political Action Committee Launches Voter Education Campaign
Friends of Ohio Hospitals is focusing on preparation for the fall election with the launch of a newly revamped Web site, www.FriendsofOhioHospitals.org. The new site includes everything voters who are concerned about hospitals need to know about the Nov. 7 statewide general election, providing easy-to-access, non-partisan candidate information, educational materials on ballot issues, and useful tools to help hospital employees register to vote, vote early with Ohio's new no-fault absentee voting, or vote in person at the right time and right place. A look inside Tammi’s nomination –
Tammi began her career at BCH as a candy striper, and recognized that her heart belonged in health care. Upon earning her degree, Tammi returned to her hometown hospital to work in ICU.  She identified the need for a Cardiac/Pulmonary Rehabilitation Unit and took the initiative to develop this unit. She later developed the HealthLink Unit, providing community outreach programs and services. She currently serves as manager of both these units. Tammi continues to stand out as a phenomenal leader, going beyond the call of duty, reflecting the values and ideals of Ohio’s health care facilities and continuously gives back to the community.

Bush Signs Health Care IT Order
President George Bush this week signed an executive order outlining an effort to promote greater transparency and value-based competition throughout the U.S. health care system.  The executive order requires the U.S. Departments of Health and Human Services (HHS), Defense, Veterans Affairs and the Office of Personnel Management to take action through:

  • Adoption, whenever possible, of compatible computer systems and electronic health records to help track patients’ medical care and condition.

  • Development of quality information to encourage consumers to choose high-performing providers.
  • Transparency with respect to prices for specific health care services and procedures.
  • Implementation of pay-for-performance incentives to reward clinicians and facilities that deliver high-quality care.

The president noted that these steps are designed to help consumers take a more active role in their health care decisions with the help of reliable, user-friendly data. (Jonathan Archey, jonathana@ohanet.org)

A look inside Carol’s nomination –

As director of quality resource management for The Children’s Medical Center of Dayton, Carol Wise believes passionately in maintaining the highest standards of patient safety and quality for all of the children in the Miami Valley region. A member of Dayton Children’s staff for 18 years, Carol has led the hospital to outstanding Joint Commission scores by maintaining rigorous standards for education and compliance throughout the hospital. She is creative in her approach to educating Dayton Children’s staff and strives to make certain every member of the staff understands their role in the survey. An outstanding leader, she holds several state positions related to quality and patient safety. In addition to her tireless work for Dayton Children’s, Carol is active with her four children and her church community, coordinating several team activities.

OHA Board August Meeting Action-Packed

The OHA Board of Trustees this month took steps toward better hospital-physician relations, endorsed actions regarding transparency for charitable organizations, opposed a state ballot issue and received nominations for new Board members and officers.

 

At its Aug. 18 meeting, the Board approved a motion to explore a federal waiver for a hospital-physician demonstration project on hospital-physician alignment and to table action on a proposal to seek a state requirement that any new hospital in Ohio have an integrated, 24/7 emergency department.

 

Regarding revisions in rules proposed by Attorney General Jim Petro for charitable organizations, the Board agreed OHA should continue to support efforts to reinforce the public’s confidence in Ohio’s hospitals; that the attorney general can accomplish the rules’ purposes more effectively without going through formal rulemaking; that OHA continue to work with the broader community of charitable organizations; and that OHA submit written comments to the attorney general identifying technical problems with the revised rules.

 

On a related note, the Board developed consensus on the purpose of OHA doing a statewide community benefit report and reviewed issues to be decided before issuing a statewide report. Details regarding the project will be revisited at the September Board meeting. The agreed purpose is to assist members with credible, consistent data and methods for demonstrating hospitals’ community commitment.

 

The Board was briefed on several issues expected to be on the Nov. 7 ballot and took a position against the minimum wage ballot issue due to privacy concerns, not wage concerns. The proposal contains language that could result in salary records, home addresses and other personal data being disclosed inappropriately to employees or “agents” acting on behalf of employees, including organized labor.

 

The Board was informed of the candidates recommended by the Nominating Committee for the OHA Board for 2007. Members will be asked to vote on this slate in the fall. Michael Stephens, president of Greene Memorial Hospital in Xenia was nominated as secretary/treasurer for a term beginning Jan. 1. Moving up in the officer rotation would be William Harding, president and CEO of Union Hospital, Dover, from chair-elect to chair; and Kevin Martin, president and CEO of EMH Regional Healthcare System, Elyria, from secretary/treasurer to chair-elect. The following executives were nominated to serve as trustees-at-large for a three-year term starting Jan. 1:

·         Greg Nowak, administrator/CEO of Coshocton County Memorial Hospital (second term);

·         Pat Martin, president of Fisher-Titus Medical Center, Norwalk;

·         Lynn Oswald, senior vice president of Fort Hamilton Hospital, Hamilton;

·         Robert Shroder, president and CEO of Humility of Mary Health Partners; and

·         Lyndon Christman, CEO of Fayette County Memorial Hospital, Washington Court House.
