The Kasich administration announced today its plan to proceed with the Health Benefits Exchange (HBE) for Ohio by deferring to the federal government to operate the program. However Ohio will retain some responsibilities such as the regulation of the insurance market and Medicaid eligibility determinations. Under federal terminology, this is still a “federal” exchange, but will be implemented through a hybrid arrangement under which the state and federal governments share certain responsibilities. OHA has consistently advocated for a state-based exchange, consistent with OHA board-approved principles. However, the OHA board recently took action to support the development of a hybrid exchange as opposed to the fully federal model. OHA will continue to be engaged with state policymakers as discussions regarding implementation of the exchange continue. (Sean McGlone)
